NWRPCA offered a series of five Governance webinars throughout the month of June 2016 that focused on the 19 program requirements as they relate directly to Community Health Center Board of Directors. Each session was 30 minutes long plus an additional time 10 minutes for Q&A and discussion. The series of webinars is appropriate for Board Members who may be new to the health center world or those who would like a refresher, as well as new CHC staff or staff working closely with the Board.

- Gain insight into what each of the requirements mean for Board Members and their role(s)
Dr. Pam Byrnes’ training and experience is a unique combination of quantitative methods, health care systems, and health care policy. She has a PhD in Sociology and Health Care and an MS in applied statistics and research methods. Dr. Byrnes has been engaged in epidemiological research, health policy development and implementation, and consumer health care advocacy for over thirty years. She works with community health centers, state and national associations, public and private non-profit organizations in increasing their resource environments and reshaping their policy landscapes to allow for organizational growth.
Dr. Byrnes specializes in community needs assessments and market analysis, strategic planning, Board training and development, program development and evaluation, organization and association development and management, operations assessments, policy development and advocacy. Pamela has assisted numerous state and community agencies in analyzing the health care policy environment and developing strategic initiatives. Recent work centers on managed care systems, assisting organizations in adapting to changing regulatory environments and developing innovative affiliations between community-based primary care and institutional providers.
In 1988, Dr. Byrnes directed the first studies of the uninsured in Connecticut under the auspices of the North Central Connecticut Health Systems Agency. This work included evaluating state and national policies and approaches to increase access to health care and insurance for the uninsured. From 2002-2012 Dr. Byrnes was under contract to the National Association of Community Health Centers as Director of Health Center Growth and Development, a comprehensive training, education and technical assistance program for newly funded and expanding community health centers that she developed and managed. She is presently a Senior Consultant with John Snow, Inc. and is a member of the Albert Schweitzer Fellowship Board of Directors.
